The groups performed throughout the day, starting at 11 a.m. and finishing at 9 p.m., at either the Terminal A Skybridge or the Terminal B information booth. 

There were a wide variety of musical styles present with each group playing a 30-to-60 minute set. 

“It really spans the board,” said Keonnis Taylor, a public information manager for the airport. “There are all walks of life that are participating today. Here at the airport today we have the entire spectrum. We have everything from indie, pop, soul, kid’s music, latin, you name it.”

San Jose Mineta International joined other venues throughout San Jose to host such events Wednesday, including community centers, parks, restaurants, and museums. Make Music San Jose is also part of a larger event, World Make Music Day, which promoted similar events in more than a thousand cities worldwide.

It’s called the Focus Area Service Team, or “FAST.” The program takes a proactive approach to eyesores like vacant, damaged buildings and illegally dumped junk.

Typically Code Enforcement teams respond to community complaints to get to work on blight. The new pilot will have teams will visit problem areas, such as parts of downtown, and work with property owners to resolve the issues on their places.

Mayor Matt Mahan, Coucilmember Omar Torres and local community leaders and business owners made the announcement together outside a hookah lounge that has been burnt out since last year, down the street from San Jose State University.

The pilot program will launch in August and focus on Downtown San Jose and other districts that usually see a high number of complaints.

At about 5:50 a.m. Tuesday, officers responded to the scene of a fatal hit-and-run collision involving a pedestrian in the area of Capitol and Alum Rock avenues, police said.

The victim, identified only as an adult male, was pronounced dead at the scene.

Traffic was impacted into the late morning hours as the southbound lanes of Capitol Avenue were closed from Alum Rock Avenue to Florence Avenue, police said.

No vehicle or suspect description was immediately available.

At about 10:45 p.m. Sunday, officers responded to the 200 block of Bassett Street, just north of downtown San Jose, on a report of a stabbing, police said.

The victim, identified only as an adult male, was taken to a local hospital with life-threatening injuries, police said. SJPD confirmed at aroud noon Monday that the victim “succumbed to his injuries.”

It’s the 17th homicide in San Jose this year, police said.

No suspects were arrested or identified.

The four taken to the hospital included the driver and three people from the camp. CHP describes their injuries as minor. 

Police say the crash happened at around 8:00 p.m. at the East Capitol Expressway on-ramp.

The San Jose Fire Department shared pictures of the crash on social media, which appears to show a car inside of a tent.

Police are looking into if alcohol played a role in the crash.

Literally!

Dr. Robert Moore’s family put out the word on the Nextdoor app, asking people to dress up their dogs and parade them in front of their house to help their dad celebrate the milestone.

The response was incredible.

Alison Moore told NBC Bay Area she was expecting about 20 to 30 dogs to show up for her dad’s party. Instead, she said that about 200 dogs and their owners came by to wish him a happy birthday.

In fact, there were so many dogs. The line stretched all the way around the block and down the street.

There were dogs in cowboy hats, tuxedos, pups with disabilities, pulling carts and canines in classic cars.

Robert is an avid dog lover and a retired dean from San Jose State University. He was positively elated to meet each dog and their owners.

“My father, he was so touched. He pet every single dog that came through. Every person brought the dog up to him. It was so lovely,” Alison said.

But it didn’t stop there. Even though most people didn’t know Robert, they brought him flowers, cupcakes and made him drawings and posters.

The Moore family said they were definitely touched by how the community came together to help their dad celebrate his 100th, a birthday he will never forget.

Investigators were searching for a cause and point of origin for the fire that burned earlier this week at a Public Storage in the area of Blossom Hill and Cottle roads.

Explosions heard during the blaze were caused by fireworks, though investigators haven’t determined if the fireworks caused the fire.

Police have arrested a person of interest in the case but have not provided any additional details.

A fire captain was demoted after cell phone video captured a bikini-clad woman stepping out of a fire engine and walking directly into the strip club. The captain appears to be the only person disciplined in the case.

Former San Jose Mayor Sam Liccardo said Friday he wonders if more people would have been disciplined if the city had a so-called strong mayor form of government, which gives the mayor the authority to hire and fire department heads, including police and fire chiefs.

Liccardo said he was surprised when he heard that only one fire captain was disciplined and not the rest of the crew. Liccardo conceded he doesn’t know all the facts of the investigation, but he said if current Mayor Matt Mahan wanted to do more, his hands are tied, and he’s not able to sit with a department head to discuss personnel discipline.

While Liccardo is not formally calling for a change to the city charter right now, he believes the issue needs to be revisited at some point so that the mayor has more authority.

He also believes the discipline for firefighters could have been wider after the Pink Poodle incident with a strong mayor at the helm.

“Everyone who is responsible needs to be appropriately disciplined,” Liccardo said. “Those are conversations that he can’t have under the city charter. Literally, Section 411 prohibits it.”

Former councilman and county supervisor Ken Yeager said San Jose is an anomaly when it comes to how big cities are run. Most have a strong mayor form of government.

At about 3:30 a.m., the SJFD said in a tweet firefighters were on scene in the 19000 block of Graystone Lane in South San Jose, where a residential structure fire ignited.

Roads in the surrounding ares were closed, and the California Highway Patrol reportedly was called to the scene to help with traffic control.

The cause of the fire was not yet known, but crews were concerned about the possibility of power lines falling. PG&E later said nearly 1,100 customers in the area were without power.

No other details were immediately available.

Dozens of concerned parents rallied and demanded change before and during Thursday’s school board meeting.

“There’s such a culture of fear in the district. There are so many students who use pronouns that are not ‘he or she’ and were constantly misgendered in school,” said Eli Dinh, a teacher and parent at San Jose USD.

Dinh believes some students and staff are being discriminated against.

“We’re in the Bay Area were supposed to be a place where we are beyond this. But we are not. It’s 2023 and I’m being told that I can’t teach a student that boys can wear dresses,’” they said.

Parents said they want programs and platforms that better support LGBTQ+ students. They’re also demanding an LGBTQ advisory committee that can report to the board, an LGBTQ site liaison on every campus, gender training for all employees and an updated policy for LGBTQ+ students.

“San Francisco Unified School District has been doing this work since before I was born,” Dinh said. “And I’m in my 30’s. We are very, very far behind and we are 40 minutes away.”

In a statement, the district said it already has an LGBTQ+ policy in place and will continue to provide training to staff on LGBTQ+ topics.

The board members were supposed to vote on a resolution recognizing Pride Month and LGBTQ students on Thursday. Some parents were critical of it due to the lack of action.

But the vote never happened. The board president pulled it off the agenda to revise and enhance it with input from the community.

Not everyone is in support. Some parents believe teachers are forcing their beliefs and morals onto students.

“They’re minds are still developing,” said GC, a San Jose parent. “They have a special innocence to them and I think to confuse them with the Pride and the trans. I don’t think that’s a good thing to do.”

GC believes any LGBTQ+ program should be voted on by parents.

The board president said he expects the revised Pride resolution to be voted on in August during Silicon Valley Pride.

The video was recorded and posted on social media in October of 2022. It shows a woman coming out of fire engine No. 4 , with its emergency lights on, and walking into the Pink Poodle strip club. 

It was revealed Thursday that the shift captain was punished, but the punishment is raising new questions. 

“It’s unfortunate it’s taking a long time and a lot of confusion. When the story first came out by you, about the incident at the Pink Poodle,” said retired fire Captain Richard Santos, who’s been critical of the handling of the Pink Poodle investigation

In April, the fire chief apologized while releasing the results of his investigation, and said that disciplinary action was taken. But he refused to say what that action was or who was disciplined.

He did reveal that night, the fire crew drove an unauthorized man to work at the Pink Poodle.

Then, according to the chief, a woman requested a ride along, which the crew first denied. But the report says the woman persisted and was driven around the block.

Santos is upset that it took eight months for all the information to come out. 

“This has taken too long and it’s still very vague in what really took place. It’s a shame cause those men and women do a really good job every day,” said Santos. “The dragging on doesn’t make it look good. It’s just a real shame. I’m sorry to learn that it took so long.”

The city confirmed that no other disciplinary action was taken.

In a statement, Mayor Matt Mahan said, “The former fire captain violated public trust — and I believe his demotion held him accountable,” said San Jose Mayor Matt Mahan. “I know that if we had been able to share this information with the public immediately, it would have assured our residents that no matter your title, actions have consequences. When the public asks, we need to answer. I will continue to push for greater transparency from City Hall.”

Former San Jose Mayor Sam Liccardo released the following statement Thursday:

“This episode reflects the reality we have a dysfunctional governmental structure under the San Jose city charter, under which the one person directly accountable to all residents—the mayor—has no authority to direct any senior staff to take any action, nor to hire/fire department directors.”

The fire was reported shortly after 6 p.m. at Public Storage in the area of Blossom Hill and Cottle roads in South San Jose.

People in the area said they heard explosions at the site of the fire. The explosions were seen miles away and videos of it were posted on social media.

Some San Jose residents described the explosions they heard on Wednesday.

“My windshield was locked. But I feel the sound. A blast sound came out. I was scared something’s wrong going on,” said Babu Prasad of San Jose.

“I heard some explosion sound. My dad thought it was an earthquake first,” said San Jose resident Jaelyn Ha.

Some people said the blast appeared to be fireworks. But San Jose fire officials said Wednesday night that it was too soon to know what caused the explosions.

“There were fireworks that were going off as a component of the fire. Whether they were the initial thing that started the fire or there was a fire of another origin that involved fireworks, that’s something our investigators will have to determine,” said SJFD Battalion Chief Brad Cloutier.

Investigators will have to wait until numerous hot spots are knocked down before they can take a closer look. 

The fire caused road closures and major traffic delays in the area.

Firefighters said everyone at the facility was accounted for. No injuries were reported.

For years, Bando Nuevo Estilo has performed at weddings, quinceañeras and other events in the Bay Area. But now, leader Jairo Torres and his wife Elizabet Lozano are wondering what’s next after their van, and trailer filled with musical equipment for the 15-person band was stolen Monday.

It was parked near their home off Branham Avenue in San Jose.

“It’s over $100,000 invested,” said Lozano. “My husband’s years of work and sacrifices. We have family. That’s how we pay our rent, food, everything. It’s sad.”

Torres said he used an air tag on the trailer to track it to Oakland. He drove to the location and that’s when he found someone loading his equipment into a blue truck.

He said he shot video of it and called 911 but says no one ever answered. So he started following the truck and several other vehicles that took off. His wife said that’s when things turned dangerous.

“By the time they knew that he was following them, they tried to hit his car,” “So he just stepped to the side because he saw that they were armed,” said Lozano.

Torres said the men in the vehicles were wearing masks and held up guns. He then went to the Oakland Police Department.

But when his air tag showed a new location, he went to that spot and found his van and an empty trailer.

He also found some of the metal posts he uses to build his set strewn in the street. He loaded them up into his trailer and returned home.

Torres said the band has three gigs this weekend and he’s had to buy some new equipment and borrow the rest to make sure Band Nuevo Estilo can still perform.

NBC Bay Area reached out to the Oakland Police Department to find out why no one answered Torres’ 911 call but has not heard back.

Torres filed a police report with the San Jose Police Department and now plans to do the same with Oakland PD.

His equipment was not insured.

The 46 homes are now open for residents at Mesa Terrace in San Jose.

Homes that are trying to make a dent in the city’s housing shortage, and help residents like Kevin Collins.

“We don’t have to be ashamed to invite people over,” he said. “We can have guests, barbecues, we can be proud to come into our places.”

The development focuses on low-income residents, and young adults who have just left the foster care system. It comes at a time when the local housing market is stagnant.

“They’re going to have an opportunity to go to school, and their children will go to high-resource schools, and have a wonderful backyard to enjoy,” said Supervisor Sylvia Arenas.

Zillow says new listings are down by nearly a quarter, thanks to high prices and mortgage rates. Over the last month, that scarcity has lifted prices across the Bay Area.

This week a new report by Compass shows that in San Mateo county, the median price for home is nearly $2 million – the highest in the Bay.

While the median price for a San Francisco home is $1.63 million.

San Jose Mayor Matt Mahan says housing development like these will alleviate some of the pain for some of the people.

“Ultimately the path to something better,” he said.

SJPD officers disciplined for misconduct could remain on duty with docked pay https://www.nbcbayarea.com/news/local/south-bay/san-jose-police-officers-misconduct/3251310/ 3251310 post https://media.nbcbayarea.com/2023/06/sjpd.png?fit=300,169&quality=85&strip=all Until the beginning of 2023, disciplining a San Jose officer for many types of various types of misconduct involved suspending them for a period of time without pay. But under the newest union contract, there is another option. 

The department can ask officers to continue working, but have their pay reduced temporarily. 

It’s an option other city unions have had for years, but is new in the police department. 

The union claims the city asked for the new option because staffing levels are critically low. 

The city’s police watchdog says it’s concerning, while the police union says this change is not a big deal.

But LaDoris Cordell, a retired superior court judge and the former San Jose independent police auditor, disagrees. 

“To basically give them a little slap on the wrist and say ‘just stay at work even though you engaged in misconduct we still want you out here patrolling the streets.’ That to me is very disturbing,” said Cordell. 

It’s still not clear what kinds of misconduct would lead to a pay reduction instead of a suspension. 

But we know that so far, two sworn officers have received the temporary pay hit while remaining on-duty.

The current independent police auditor voiced her concerns in her latest annual report saying in a statement, her office “has serious concerns regarding this portion of the POA agreement. While it is important to maintain public safety services, the consequences for the officers who engage in misconduct should carry equal weight. The question becomes whether loss of earnings equates to real accountability and behavioral change.” 

The union denied NBC Bay Area’s request for an interview, and the city says nobody was available to talk about the issue. 

But Cordell says changes like this can erode the trust between the public and police. 

“I’m very disappointed and I’m very concerned about this new direction with regard to the suspension, a disciplinary action, that is now being basically redefined and basically, in my view, completely watered down,” she said.

FRIDAY THE 13TH? It’s always a huge holiday at the Winchester Mystery House, an abode that has long been associated with the eerie and occasional occurrence. That’s because the former chatelaine of the rambling manor, Sarah Winchester, held a soft spot for the number 13, and finding its spooky spirit appearing in some of the home’s design elements is something of a parlor game for visitors. The attraction has a tradition of holding flashlight tours in the evening hours on Friday the 13th, whenever it occurs, while hearing the property’s bell rung 13 times is a sound that rings through the grounds. What to do, though, when you’re just about halfway between the two Friday the 13ths of 2023 and you’ve got a special occasion on the haunting horizon, one that involves the 100th anniversary of tours beginning at the storied destination?

13 HOURS OF TOURS… is the answer, of course. The Winchester Mystery House is looking to June 30, 2023 for its memorable marathon, one that salutes the centennial, “to the day,” of the colossal casa’s first tour. Nope, you won’t be on a tour that’s 13 hours long; rather, the hour-long tours will run from 11 a.m. to, eek, midnight on the final day of June. That’s also just about the exact midpoint of the year, the place where June and July meet, which seems like something that should be celebrated in a house known for its love of numbered chandelier crystals, windows, and such. But wait: You say you can’t make a tour on June 30? Fear not: There’s a Centennial Brunch unfolding on July 2. Tickets for both happenings are now available, so float by this site to snap yours up.

AS FOR WHEN… the 2023 Friday the 13ths happened and will happen? The first was on Jan. 13, while the second will take place, oh eek, on Oct. 13.

At about 8:05 a.m., officers responded to a reported vehicle crash involving a pedestrian in the area of Mckee Road and Jackson Avenue, police said.

The man suffered life-threatening injuries and was pronounced dead at the scene.

Westbound traffic on Mckee from Capitol Aveue to Jackson Avenue was shut down while officers investigated.

San Jose newlyweds Steven Phan, 49, and his wife traveled to Oahu to celebrate. But he drowned snorkeling off the island last week.

Phan worked for Apple in Cupertino.

First responders said that Phan was brought to shore by bystanders who performed CPR until paramedics arrived. But he died in the hospital.

Police said while the rescue was underway, the couple’s car was stolen with all of their belongings inside.

The Visitor Aloha Society of Hawaii stepped in to support the wife.

“This is a very tragic situation. The family is grieving. Can you imagine being on your honeymoon and having your spouse pass away?” said Jessica Lani Rich with the Visitor Aloha Society of Hawaii.

There is a local push now for better education for tourists who may not realize the danger in the water.

Perseverance Preparatory School, operating out of Grace Baptist Church, opened four years ago over the objections of the San Jose Unified School District, but now a series of setbacks have put the school on the brink of permanent closure.

The school faces closure because it did not turn in required documentation of student addresses in time, which principal and executive director Lisamarie Reid blamed on a sudden resignation of the person responsible to do it.

Reid said she turned the documentation in late and the district refused to accept them, costing Perseverance $180,000 in funding.

“We’ve just had so much trauma this school year that it’s just really heartbreaking to have to have this conversation with families and say, ‘We’re going to close our schools now,'” Reid said.

The district’s decision was the final setback but not the only one. Others include the school having to be rescued by donors last fall when money ran out, losing a new school site location, staffing shortages and the death of a student in May.

For parents and students, if this is the end, parting will be painful.

“They have their friends, they’re familiar with the staff and the projects at the school, so I’m hoping that’s not the case,” parent Teri Selix said.

Alejandra Ruiz has a daughter with special needs.

“She is thriving in a school, where in public schools she’d probably just fall through the cracks and she won’t succeed,” Ruiz said. “So it’s pretty disheartening that it’s closing.”

Teachers said students are being left in limbo.

“A lot of the kids, we don’t know where they’re actually going to go after we close down,” teacher Levy Zamora said. “We’re just at a loss after that.”

Perseverance said it accepts the district decision is final. The school plans to host an enrollment fair with families and other charter schools to see if it can find places for its students to land.

The San Jose Unified School District released the following statement to NBC Bay Area on Friday.

“All charter schools that serve students who reside in the San José Unified district boundaries follow the same process of providing enrollment information and verification of residence for the students they serve. We give the full funding allocation for every student served based on the information provided according to the process and associated timelines for all charter schools, including Perseverance.”

Detective Ismael Lemus was arrested last year on charges of using a retired patrol car as his personal vehicle without permission. Police sources with direct knowledge of the situation said he is one of the four officers who received termination papers this week.

A second officer is accused of running the license plate of a woman he met at a community event and then later showing up at her door.

The last two officers responded to a domestic violence call and left without making any arrests, sources said. They are facing potential termination because the suspect in that case returned later in the evening and killed the victim.

The officers are entitled to what’s called a Skelly hearing – a disciplinary hearing before formal termination.

The San Jose Police Department did not comment, saying it doesn’t speak on ongoing personnel matters.

“I’ve watched SJPD sadly become deeply involved in a negative spiral and it’s going to take some time to pull out of this spiral,” retired San Jose police Officer Michael Leininger said.

Leininger watched a series of firings last year and worries what the latest action will mean for an already short-staffed department and its morale.

“I see this as a tremendous problem,” he said. “Not only with the San Jose Police Department with national issues with recruitment and retainment. It’s a serious problem.”

On the positive side, Leininger said it’s good that the department is demonstrating a willingness to hold officers accountable.

But more bad news could be on the way. Officer DeJon Packer died of a fentanyl overdose last year at his Milpitas home. Milpitas police said they have now delivered their file to the district attorney for possible prosecution, but a former prosecutor said that could bring up new questions for the department he worked for.

“This is a very big development,” NBC Bay Area legal analyst Steven Clark said. “With the new prosecutorial focus on fentanyl, they are throwing the book at the drug dealers who are supplying it.”

Police sources said Packer was with fellow San Jose police officers the night he died.

“I think the question will be can they track the fentanyl to an individual and who else was there?” Clark said. “Who else witnessed the ingestion of the fentanyl will be very key here.”

The district attorney’s office said it doesn’t talk about the cases it may or may not be investigating.

The driver was travelling northbound through the parking lot at a low rate of speed when they struck Estira, according to police. Estira was pronounced dead at the scene.

According to police, the driver and Estira were both at a party that night, but the location of the party wasn’t immediately known. Police suspect the driver and Estira had been drinking.

The driver was arrested and later released, police said.

Mata said he’s proud his department has been a leader in encouraging other agencies to wear pride patches and adopt LGBTQ+ policies at their workplaces.

The San Jose Police Department was the first in a major U.S. city to raise the rainbow flag for Pride Month.

The suspect used a device similar to a wire hanger used to unlock a car door or raise a window.

It happened around 9:30 p.m. at the Holiday Inn on N First Street.

Debra said she was stunned to see it coming from under her door.

“It looked almost like a coat hanger coming up underneath the door but it had several pieces attached to it,” she said. “And then I saw they were actually trying to move it over and reach for the door handle. And so that’s when I treid to just stop it with my hand.”

While doing that, Debra also called down to the front desk and hotel workers went over to help. They confronted a man and woman.

The same man and woman Debra says she had seen through her peephole knocking on her door earlier — a knock she ignored.

“The couple claimed they were looking for a friend and that they had knocked on the wrong door,” she said. 

Debra told the staff that she has seen the couple before and showed them the video. But the duo was able to get away before police arrived. 

Debra said she thinks they first picked her room first because it was at the end of the hall.

“So I think they were looking for any noise coming out of the hotel room. So I will definitely be noisy. I will have my lights on, put the ‘do not disturb’ sign on the doorknob and hopefully those things will help in the future,” she said. 

Debra laughingly said she might start staying in more Airbnbs from now on, but says if anyone finds themselves in a similar situation, “really, don’t panic … I mean I stopped their attempt with just a couple of fingers, right? So don’t panic. Stay calm and reach out for help.”

It’s important the guest called the police through the hotel because even though no one was caught, the report alerts other local hotels and other police agencies about the would-be burglars.

San Jose police said officers responded to the hotel late Wednesday for a disturbance call reported by management. The suspects left the area before officers arrived on scene, police said.

Kevin Parkourana was supposed to be arraigned on new murder charges, but for the second time this week, he refused to leave his jail cell.

In a court filing, jail guards quoted Parkourana as saying “I don’t want to go” when he was first set to go to court for arraignment on Tuesday. For the moment, the judge appears ready to wait.

“This case can’t get moving forward until he comes to court,” NBC Bay Area legal analyst Steven Clark said.

Police say Parkourana last week went on a three-hour crime spree, stabbing one man to death, fatally running over an elderly couple and then injuring other people in various stabbings and hit-and-run attacks.

Clark said at some point the judge could order Parkourana to appear, by force if necessary.

“Those options can be somewhat barbaric by forcibly extracting someone from their jail cell, but at the same time, justice needs to move forward,” he said.

The jail said forced extractions are rarely done now, but they aren’t banned.

Deputy District Attorney Michael Gadeberg said his team can wait out Parkourana.

“He can continue to refuse,” Gadeberg said. “We have had cases unfortunately where individuals have refused to come to court for weeks or even months.”

Court documents show Parkourana is being held in a cell on the eighth floor of the main jail. That’s the jail’s acute psychiatric unit, where Parkourana is presumably receiving psychiatric help.

One of the survivors, who didn’t want to be identified, has been waiting to see Parkourana in court.

“I just want to get a good look at him and maybe look him at the face to the guy that ran me over in the stop light and just took off and ran,” the survivor said.

The survivor said he was riding his motorcycle when Parkourana allegedly rammed him in a stolen car.

The woman was in a black Dodge Caliber being driven by an 18-year-old man who allegedly made an unsafe maneuver while going about 65 to 75 mph in the northbound fast lane at about 12:50 a.m., according to the California Highway Patrol. 

The driver then lost control of the car, which hit the median barrier, careened to the right across all lanes of traffic, struck another barrier east of the highway, flipped over and hit a concrete wall that is part of the Montague Expressway on-ramp, CHP officials said. 

The woman, who allegedly wasn’t wearing a seatbelt, was ejected from the car and died at the scene, according to the CHP. Her name has not yet been released and the cause of the crash is still being investigated.

No arrests have been made in the case, CHP officials said.

San Jose Mayor Matt Mahan on Wednesday unveiled some June budget priorities, including strategies for the homeless, which led to the protest.

The community groups were protesting the Santa Clara County Association of Realtors’ support of a controversial proposal by Mahan to prioritize more immediate short-term housing over long-term affordable housing projects, which take years to build.

The money would come from the taxpayer-approved Measure E, which was passed a couple of years ago to address homelessness and affordable housing.

One protester said she’s grateful for temporary shelters but doesn’t see them as a solution.

“I’m in temporary housing, in a shelter,” said shelter resident Laura Laform. “You just don’t know.”

The frustration boiled over and protesters took their demonstration into the Association of Realtors office, most refusing to leave even after being told police had been called.

Police arrived just as most protesters were leaving and there were no arrests.

The collision occurred at about 12:55 a.m. in the 2400 block of Rinconada Drive in the city’s Canoas Garden neighborhood. A 2019 Subaru sedan struck the teen at a low speed, and he was pronounced dead at the scene, police said.

The victim was identified later Wednesday as San Jose resident and Willow Glen High School student Justin Estira, according to the coroner’s office and school district.

Carrying flowers and still in shock, friends of Estira gathered in the driveway of the apartment complex to remember him.

“He was very open, very friendly,” Eden Tafolla said. “He had many friends. He was very loved in the community, in the school and everything.”

Aurelia Bailey, Estira’s aunt, said his parents had looked forward to watching their son embrace a promising future.

“They came here to the United States hoping for a better life,” Bailey said. “They’re an immigrant family from the Philippines. They wanted a better life for Justin, who was a very positive young man who had a bright future.”

The driver, a juvenile female, remained at the scene and cooperated with investigators, police said. She was interviewed by police at the scene and later released to her parents.

“There’s no indication that this was done on purpose,” San Jose police Sgt. Jorge Garibay said. “At this point, we’re investigating that as a simple vehicle collision with just unfortunate circumstances.”

A message to the school community indicated counselors would be available on the Willow Glen High campus for students and staff Wednesday and Thursday.

Rinconada Drive was partially closed for several hours as police investigated the crash.

It’s San Jose’s 19th fatal collision, 20th traffic death and 12th pedestrian death of 2023, according to police.

Two red-ruffed lemurs were born on Mother’s Day weekend to first-time mom, Ally.

Zoo officials say the lemurs are listed as “critically endangered” in the wild due to severe habitat loss.

Mom and her two little boys have been spending time in an off-view den for quiet bonding. But now, lucky guests can spot the babies when she takes them out to spend time in the main habitat.

The babies will be named through a public contest in the coming months.

The site will house 85 RVs, and their residents, year round — a proposal that’s already drawing protests from people who live near the property.  

“Right now, it’s too close to residential areas. That’s the problem,” said Christine Li of San Jose. 

Opponents say they worry about safety and want to know if the homeless living there would be screened. 

“If all the neighbors in the surrounding area are opposing this plan, it means this is not a good plan,” said Li.

The site is a 6-acre lot at 1300 Berryessa Road, about a mile from the BART station. 

The city will lease the vacant lot from a developer for the next 10 years at a price of $18 million.

“They are moving people from one place to another, like musical chairs, they are not solving the problem. But they’re just getting people off the streets that other people will complain about,” said Alex Pang of San Jose.

“We’re going to have security and supportive services and other things the residents need,” said Councilmember David Cohen. 

The site is in his district and proposed the property as an option, saying it used to be a truck depot. 

He added it’s more than a mile and a half away from the nearest school and said it’ll work better for everyone to bring the homeless parked on the street to the lot. 

“But if we have a place where they can go and be stable, there would be no reason for them to move from place to place,” said Cohen. “This is actually a solution that gives them the opportunity to have services and be stable in one spot.”

Mayor Matt Mahan said it’s a much-needed solution, noting there are at least 400 RVs parking in various San Jose neighborhoods right now. 

“We need change,” he said. “We need to accelerate solutions and address unsheltered street homelessness. These kinds of interim solutions give us a pathway to doing that, that works.”

The city will move forward to set the area up, but there’s no set date on when it will open up.

Phuc Pham, 71, and Nguyen Pham, 72, both of San Jose and Jiwanjot Dhariwal, 26, of Milpitas were killed when a man went on a violent spree where he stabbed multiple victims and struck multiple pedestrians with a vehicle.

Suspect Kevin Parkourana is being held with no bail at the Santa Clara County main jail. Police said he is charged with multiple counts of homicide, attempted homicide and carjacking connected to the violent crime spree that also injured several others.

Parkourana was supposed to make his first appearance in court Tuesday, but the 31-year-old refused to leave his cell.

Even though the suspect refused to be transported to court, prosecutors still filed charges against him in this highly-unusual case spanning two cities.

Police said Parkourana began his rampage last Thursday afternoon near Kooser Road when he carjacked a man’s minivan and stabbed him several times in the neck and chest.

In less than three hours, Parkourana was accused of another carjacking and stabbing, driving into the Pham couple and killing them. And fatally stabbing Dhariwal in a Milpitas parking lot.

The suspect is also accused of several counts of attempted murder including driving an SUV into the back of motorcyclist Wynton Waldorf near Curtner avenue. The 67-year-old victim was in court Tuesday to watch the proceedings. 

“All of a sudden the rear of my bike got jacked way up in the air, and I flew to the handlebars,” he said. “The bike went down to the right, I went to the left and got wedged underneath the car in front of me and I know that sounds bad but I think that might have been what saved my life. I was under the car, what’s to stop him from getting down and murdering me too.”

Parkourana had a history of mental illness and Santa Clara County District attorney, Jeff Rosen  acknowledged it is possible the suspects legal team may pursue a mental health defense. But he says that won’t deter prosecutors.

“We continue to investigate as the case moves forward, and we are confident that the defendant knew what he was doing when he did it,” said Rosen.

He has a criminal history with prior convictions of felony vandalism, felony possession of a dagger, and for being in possession of an explosive device, a pipe bomb, according to court records.

If convicted, the DA said Parkourana will be off the streets for good.

“Given the charges that I have filed against this defendant, which includes special circumstances, he will spend the rest of his life in prison and die there,” he said.

The judge ordered Parkourana to show up in court for arraignment on Thursday.

Local real estate agent Holly Barr places the flags in buckets along Lincoln Avenue every June for Pride Month.

Orange flags are usually there in case pedestrians want to be more visible crossing the street. 

In the past, many of the rainbow flags have been stolen and this year is no exception.

While some suspect anti-LGBTQ sentiment behind the thefts, some in the community say people probably just want to take them home.

“I’ve lived here for 30 years and I haven’t had any indication that anyone would have bad feelings toward the LGBT community, so I’m assuming they just wanted it to have it,” said resident Michael Saunders.

Either way, Barr says she won’t be discouraged from replacing the flags and celebrating Pride Month.

Kevin Parkourana is being held with no bail at the Santa Clara County main jail. Police said he is charged with multiple counts of homicide, attempted homicide and carjacking connected to a violent crime spree that left three dead and several others hurt.

Even though the suspect refused to be transported to court, prosecutors still filed charges against him in this highly-unusual case spanning two cities.

Police said Parkourana began his rampage last Thursday afternoon near Kooser Road when he carjacked a man’s minivan and stabbed him several times in the neck and chest.

In less than three hours, Parkourana was accused of another carjacking and stabbing, driving into the Pham couple and killing them. And fatally stabbing Dhariwal in a Milpitas parking lot.

The suspect is also accused of several counts of attempted murder including driving an SUV into the back of motorcyclist Wynton Waldorf near Curtner avenue. The 67-year-old victim was in court Tuesday to watch the proceedings. 

Parkourana, 31, has prior convictions of felony vandalism, felony possession of a dagger, and for being in possession of an explosive device, a pipe bomb, according to court records. He also has spent time in mental health court, according to the documents.

Defense lawyers are likely trying to determine Parkourana’s current mental state and compare it to where it was on Thursday, when police said he went on a 90-minute crime spree, stabbing one man to death and fatally running over an elderly couple.

Other victims also were stabbed or run over in San Jose but survived.

“I’m surprised he didn’t run me over completely,” said a man who came out on Saturday claiming he, too, was Parkourana’s victim as he was riding his motorcycle.

A source close to the investigation said Parkourana is a product of realignment, meaning county probation, not state parole, was responsible for his supervision after his release from a prior prison sentence.

“I think there will be a lot of questions asked,” said Steven Clark, a legal analyst. “What was his level of supervision, particularly for someone who apparently had a violent history and a history of mental health issues? Was he properly supervised?

Clark said Parkourana should get a lot of psychological help while inside jail. If he is ultimately convicted, Parkourana could serve life in prison or spend the rest of his life in a mental health hospital depending on a full evaluation by an outside professional.

Milpitas and San Jose police said no other new victims have come forward since the motorcyclist on Saturday. An investigation is ongoing.

Cornejo’s family says they want change. They want people to feel safe at work and while shopping at the Safeway.

Cornejo’s mother Maricela said that in the year since her son was ripped away from their family, she still can’t contain her grief. She does take small comfort in the fact that San Jose police did make an arrest in her son’s killing.

Tavita Tuakalau will be tried for Cornejo’s killing. His next court date is July 28.

The wreck happened at about 1:30 a.m. in the area of Meridian Avenue and Woodruff Drive, according to police.

The unidentified driver, who may have been speeding, was travelling northbound on Meridian Avenue when they apparently lost control and slammed into a tree, police said. The vehicle then burst into flames.

The driver fled from the scene, police said.

The passenger was found dead inside the car after crews extinguished the fire, according to police.

During the course of the investigation, authorities determined that the car had been reported stolen.

Wynton Waldorf recalled the moment a car rammed into the back of his motorcycle Thursday in San Jose. He said the driver fled the scene.

“It knocked me clean off the bike, completely off the bike,” he said.

Waldorf later learned the suspect involved, Kevin Parkourana, 31, allegedly killed two people with his car that day and fatally stabbed a third victim. Waldorf asked to not show his face during an interview with NBC Bay Area Saturday.

“He ran over these other people and killed them. Why didn’t he run over me?” he said. “That’s strange. The only thing I can think of is because where my body was after he hit me, I was halfway under the car.”

Waldorf only suffered minor injuries. He had a scrape on his leg, a sore neck and foot.

Another victim, Jose Manuel Montoya was stabbed Thursday in San Jose while on his lunch break. It happened just a short time before Waldorf said the suspect clipped his motorcycle. Montoya works as a restaurant cook, according to his stepdaughter. He’s alive, but badly injured.

Phuc Pham and Nguyen Pham, a couple in their 70s, were killed in front of their San Jose home. Their son said they did not have any ties to Parkourana.

The identity of the person who was fatally stabbed in Milpitas has not yet been shared publicly.

Parkourana was arrested Thursday in Milpitas, more than three hours after the carjackings, hit-and-runs, and stabbings began.

Waldorf said the experience will keep him off his motorcycle for a while, but it showed him the kindness of strangers who didn’t hesitate to step in.

“There was one bad guy there on Thursday. There were at least 20 people who immediately stopped what they were doing, jumped out of their cars to make sure that I’m OK,” he said. “I just thought, you know, makes me have more faith in humanity.”

Parkourana is due to appear in a Santa Clara County court on Tuesday. The suspect’s motives are unknown at this time.

Elizabeth Cervantes told NBC Bay Area Friday that her stepfather was the first victim. She identified him as Jose Manuel Montoya.

“He’s been a father figure since my dad passed away,” she said. “I was just…like why is this happening again? Another dad taken away from me?”

Cervantes said Montoya was stabbed near Kooser Road during his lunch break. He is fighting for his life at a hospital.

”He was stabbed right here in the head,” Cervantes said. “And then today, I noticed he has stitches on his back. Another in his ear, his head. Basically, all over his body.”

Montoya’s family created a GoFundMe page to help raise funds for his medical costs and to help his wife and children during this critical time.

”Why would you do such a thing? What went through your head? Why would you take innocent lives away?” Cervantes said.

According to police, after 31-year-old Kevin Parkourana stabbed Montoya, he took off in the victim’s car and stabbed second person he tried to carjack at this parking lot on Hillsdale Avenue.Minutes later, there was another stabbing on 10th and Santa Clara streets.

Following that incident, police said Parkourana intentionally drove into a driveway to rundown a husband and wife on 16th Street.

The suspect is also accused of striking a person on a motorized scooter in the same area, before traveling to Milpitas, where he fatally stabbed one more person in a Smart and Final parking lot.

Two hours later, the suspect arrested by Milpitas police in a nearby neighborhood.

At this time, the suspect’s motives are unknown.

Around 4:12pm June 1, 2023, officers responded to the couple’s home in the 700 block of East Santa Clara Street and observed the suspect’s vehicle fleeing the scene. The victims and the suspect did not know each other. Police say the attack was senseless and random.

“The guy intentionally hit my mom first and then my dad, and on the way driving out of the parking lot, he made a U-turn and rode over my dad again. A second time,” said the couple’s son who did not want to be identified. “He went out there to kill people. Why?”

Surveillance video of the incident, obtained by NBC Bay Area’s Investigative Unit, shows the suspect in a dark-colored vehicle drive onto the couple’s property. You can hear the car suddenly speed up and hit the husband and wife more than once. They later died at the hospital.

The couple had been working on home renovations and painting their house. Their son says they were outside when the suspect drove into them.

“They’re very nice, quiet people … they were looking at the painting of the house. That’s all!” he said.

Several neighbor have visited the home to share their condolences, leave flowers and messages of support. They say the couple would often walk together in the neighborhood.

Parkourana lives in a duplex on Kooser Road in San Jose. No one answered the door when an NBC Bay Area crew knocked on Friday.

Neighbors tell NBC Bay Area a SWAT team swarmed Parkourana’s home in South San Jose on Thursday.

Neighbor Tristan Estes said it is heartbreaking to hear of Parkourana’s reported arrest after the suspected attacks because it was no secret he was known to be unstable.

Timeline of attacks in deadly South Bay crime spree

The attacks began shortly after 3 p.m. Thursday in San Jose.

Police said Parkourana first carjacked and stabbed a victim near his home on Kooser Road. He was then responsible for another stabbing and attempted carjacking in a parking lot near Hillsdale Avenue, police said.

Another stabbing was reported minutes later on 10th and Santa Clara streets. Then blocks away at 16th and Santa Clara streets, police said Parkourana intentionally ran down an elderly couple. The couple died from their injuries.

Parkourana is then accused of hitting a person on a scooter with a vehicle in the same area. He then traveled to Milpitas, where he fatally stabbed one more person in a Smart & Final parking lot before finally being arrested by Milpitas police.

Exclusive surveillance video of suspect in South Bay crime spree

Victims killed in the attack at the 16th and Santa Clara streets location have been identified by their son as Phuc Pham and Nguyen Pham, who were both in their 70s.

The son told NBC Bay Area his parents were painting their house and were looking at the work being done when the suspect intentionally ran them down.

Surveillance video obtained by NBC Bay Area’s Investigative Unit shows the suspect drive up onto the curb and onto the Pham’s property – then you hear the suspect hit the gas.

It is not seen in the video, but NBC Bay Area is told the suspect hit the couple and the circled around and hit the husband a second time before driving off.

Both Phuc and Nguyen died from their injuries. Their son, who did not want to be identified, said he wants people to know this was no accident.

Meanwhile, the surviving victims were stabilized overnight, a source close to the investigation told NBC Bay Area.

San Jose mayor releases statement regarding crime spree

San Jose Mayor Matt Mahan released a statement on Twitter Thursday night:

“I am sickened by the senseless violence that took place in our city tonight. There are no words that can convey how sorry I am to the victims’ loved ones whose lives have been forever altered. San Jose mourns with you.”

“Thank you to the brave officers of San Jose Police Department and Milpitas Police Department who acted with urgency to prevent further catastrophe. Over the coming days, law enforcement will follow every lead to understand how this happened. I have been informed there is no ongoing threat at this time and further details will be shared by our department in the days ahead.”

The construction comes at a time when project lead Charities Housing says the need is getting desperate.

“We just need to build more, to build faster, get community support, and get the funding and the land,” Charities Housing President Gregory Kepferle said.

Ribbon cutting for the project is expected in 2025.

Charities Housing said it has close to 2,000 other units in development over the next few years.

According to Bay Area rental tracker Zumper, the lack of available housing is even hitting the rental market, driving up prices to the point where several Bay Area cities now average $3,000 and above for an average one-bedroom apartment.

“Which means that those buyers that may have the resources to purchase, aren’t able to find inventory in order to purchase, and then that puts more strain on the rental stock of housing,” Housing Trust Silicon Valley CEO Noni Ramos said.
